\nResumen<\/strong>
\nSe analiza el Proyecto de Ley Org\u00e1nica, aprobado el 16 de noviembre de 2000, de modificaci\u00f3n de la Ley Org\u00e1nica 10\/1995, de 23 de noviembre, del C\u00f3digo penal, y de la Ley Org\u00e1nica 5\/2000, de 12 de enero, reguladora de la responsabilidad penal de los menores, en relaci\u00f3n con los delitos de terrorismo. As\u00ed, se explican los objetivos de esta reforma: agravar las penas por conductas de terrorismo urbano, tipificar de manera espec\u00edfica los des\u00f3rdenes y altercados en los Plenos municipales para apoyar a los terroristas, incrementar la pena de inhabilitaci\u00f3n para los terroristas condenados, tipificar nuevamente la apolog\u00eda, tipificar las conductas de humillaci\u00f3n a las v\u00edctimas de actos terroristas, o incrementar el plazo de internamiento en r\u00e9gimen cerrado.

\n2000ko azaroaren 16an aprobatutako lege organikoaren proiektua aztertzen da, 1995eko azaroaren 23 datako lege organikoa, kode penala, eraldatzen duena eta baita adingabekoen erantzukizun penala erregulatzen duen 5\/2000 lege organikoa terrorismoari bideratua. Eraldaketa honen helburuak azaltzen dira terrorismo jokaerak zigor gogorragoz zigortzea, terroristentzat ezgaikuntza zigorrak gogortzea, apologia tipifikatzea, terrorismoaren biktimak direnen aurkako irainak tipifikatzea, edo eta barnerapen zigorren epeak luzatzea.

\nThe Project of the Law passed on 16 November 2000, about the modification of the Law 10\/1995, of 23 November, about the penal Code, and the Law 5\/2000, of 12 January, that regulates the criminal responsibility of the minors, in relation to terrorism crimes is analyzed. Thus, the objectives of this reform are explained: to aggravate the penalties because of conducts of urban terrorism, to legislate specifically the riots and quarrels to support the terrorists in the municipal Plenary sessions, to increase the disqualification penalty for the sentenced terrorists, to legislate the apology and the conducts of humiliating terrorism victims, or to increase the time of confinement in closed regime.
