\nLa comunicaci\u00f3n explica el proceso que termin\u00f3 en la creaci\u00f3n de Herri Batasuna entre 1974-1978. Se consolid\u00f3 la apelaci\u00f3n al pueblo como fuente de soberan\u00eda pol\u00edtica y se estructur\u00f3 un amplio movimiento en contra del proceso de reforma del Estado. Una oposici\u00f3n que adquiere significado en el uso preeminente que Herri Batasuna hac\u00eda de la calle como altavoz. Por \u00faltimo, se se\u00f1ala su evoluci\u00f3n ideol\u00f3gica y sus caracter\u00edsticas a trav\u00e9s de sus elementos de propaganda, para concluir que HB tuvo un dinamismo ideol\u00f3gico palpable entre su creaci\u00f3n en 1978 y su momento de mayor auge electoral en 1987.

\nAbstract<\/strong>
\nThis paper explains the process that ended in the creation of Herri Batasuna (HB, Popular Unity) between 1974 and 1978. The appeal to the people as the source of political sovereignty was reinforced and there was articulated a wide movement against the process of the reform of the State. An opposition that signifies itself through the use of the street as a loudspeaker. Finally, the ideological evolution and the characteristics of HB are analyzed through its propaganda elements, concluding that HB had a palpable ideological dynamism between its creation in 1978 and its best moment in the elections of 1987.
