\nResumen<\/strong>
\nMuchas veces se ha afirmado que durante el r\u00e9gimen de Franco ETA no fue propiamente una organizaci\u00f3n terrorista por estar incluida entre las fuerzas pol\u00edticas que de un modo o de otro luchaban contra la dictadura del general. Su actividad violenta se justificaba al ser considerada como la respuesta a la opresi\u00f3n, tambi\u00e9n violenta, que el dictador ejerc\u00eda sobre los pueblos de Espa\u00f1a y en particular sobre el pueblo vasco. Pero en este art\u00edculo observamos que ETA, desde sus inicios, opta por la violencia como estrategia para la consecuci\u00f3n de un objetivo pol\u00edtico: la independencia de Euskadi, lo cual la define como una organizaci\u00f3n terrorista desde los primeros a\u00f1os de su existencia.

\nAbstract<\/strong>
\nIt has often been stated that during Franco\u2019s r\u00e9gime ETA was not strictly a terrorist organization on account of its inclusion amongst the political forces which, in one way or another, were fighting against the General\u2019s dictatorship. Its violent actions were justified as they were considered a response to the likewise violent oppression that the dictator exerted over the Spanish people, especially in the Basque Country. However, as we see in this article, from its very beginnings ETA chose violence as the strategy to achieve its political aim: the independence of Euskadi, thus establishing it as a terrorist organization from the first years of its existence.
