\nResumen<\/strong>
\nLa consolidaci\u00f3n del fin de la actividad terrorista de ETA abre sin duda un nuevo escenario en la sociedad vasca. Los efectos de la victimizaci\u00f3n generada perdurar\u00e1n en el tiempo, exigiendo una cuidada atenci\u00f3n por parte de las instituciones p\u00fablicas, las cuales deber\u00edan volcarse en la actualidad en el esclarecimiento de la verdad y la lucha contra el olvido y contra la impunidad. Si la victimizaci\u00f3n generada por ETA ha sido la que, naturalmente y por sus propias caracter\u00edsticas, significaci\u00f3n pol\u00edtica y extensi\u00f3n, ha merecido la m\u00e1s destacada atenci\u00f3n, las exigencias de justicia demandan igualmente hacer frente a las graves vulneraciones de derechos humanos generadas desde los agentes p\u00fablicos o con su aquiescencia o tolerancia, cuyas v\u00edctimas tienen igualmente pleno derecho a la verdad, a la justicia y a la reparaci\u00f3n integral. Las distancias criminol\u00f3gicas y victimol\u00f3gicas entre ambos fen\u00f3menos justifican, con todo, el tratamiento de esta \u00faltima victimizaci\u00f3n a trav\u00e9s de un instrumento espec\u00edfico: la aprobaci\u00f3n por el Parlamento Vasco de una Ley de prevenci\u00f3n de la tortura y malos tratos y de e reparaci\u00f3n integral de las v\u00edctimas del abuso de poder.

\nETA ko ekintza terroristen amaieran konsolidatzeak, Euskal gizartean, zalantzarik gabe, eszenatoki berri bat irekitzen du. Erakunde publikoek, denboran zehar iraunduko duten sortutako biktimizaioaren ondorioei arreta berezia eskaini beharko diete, egia argitzeko eta ahanzturaren eta zigorgabetasunaren kontra borrokatzeko asmoz. Ezaugarrien, luzapenaren eta esanahi politikoaren ikuspegitik, ETA k sortutako biktimizazioek arreta berezia jaso duten heinean, funtzionario publikoek eragindako edo onartutako giza eskubideen aurkako arau-hausteei aurre egitea eskatu egiten da Justiziaren izenean, biktima mota guzti hauek egia argitzeko, Justiziarako eta konponketa osorako eskubide berdina dute eta. Bi fenomemo biktimologiko hauen artean dauden desberdintasun kriminologiko eta biktimologikoek, azkeneko biktimizazio mota honi aurre egiteko, tresna zehatza bat galdatzen dute: Euskal Legebiltzarrean, tortura eta tratu txarrak prebenitzeko eta, era berean, boterezko abusuzko biktima hauen kalte-ordainak konpotzeko Lege bat.

\nAbstract<\/strong>
\nThe consolidation of the end of ETA \u2019s terrorist activity has opened a new time for the Basque society. Nevertheless the effects of the victimization will remain requiring a particular care from the public institutions, whose efforts should be now focused on truth, and against oblivion and impunity. Obviously the victimization generated by ETA has deserved the most important attention, due to its own features, extension and political meaning. Justice requires however facing other serious breaches of human rights that have also taken place and whose victims have equally a full right to truth, justice and integral reparation. The distances between both phenomena are very important from a criminological and victimological point of view and justify applying a specific instrument for this purpose: the approval by the Basque Parliament of an Act of prevention of torture and ill treatment and of integral reparation of the victims of abuse of power.
