\nNo existe un solo terrorismo. En medio de cierta cosmovisi\u00f3n dogm\u00e1tica de brindar seguridad, sin importar los m\u00e9todos o los medios empleados, existen sistemas de gobiernos criminales que ejecutan m\u00faltiples actos de terror y de terrorismo2 y, sin embargo, no son estimados sus autores como terroristas. En este art\u00edculo se plantea que el principal problema se halla en la discusi\u00f3n doctrinaria y por supuesto legal en torno a s\u00ed efectiva y, legalmente una construcci\u00f3n te\u00f3rica como es el Estado, puede cometer delitos. De la misma manera se recogen diversos planteamientos sobre el terrorismo de Estado y se propone el mismo como Lege ferenda.

\nAbstract<\/strong>
\nThere is not a terrorist. In the midst of some dogmatic worldview provide security, regardless of methods or means used, there are government systems that run multiple criminal acts of terror and terrorism, however, are estimates perpetrators as terrorists. This article suggests that the main problem lies in the doctrinal discussion and of course on legal and legally effective and a theoretical construct such as the State can commit crimes. In the same manner set out various approaches to state terrorism and seeks the same as Lege Ferenda.
